Government of India Act, 1935, provided for a scheme of Federation, in which the Indian states were brought under direct, constitutional relationship with British India and the states were to send nominated representatives to the federal Legislature.

The elections of 1937 brought Congress to power, that gave confidence to the princely states. In fact, 1938-39 witnessed large number of movements demanding responsible government and other reforms in the princely states.
