The Constitution making body was to be constituted on the democratic principle of strength of population, the principle of weightage being totally given up. Also, the democratic method of deciding communal issues by simple majority was followed.

Furthermore, the idea of Pakistan was completely discountenanced and an All-India Union was envisaged. Also, neither the British Government nor even non-official Europeans in India were to have any member in the Constituent Assembly.
